How to teach Pokemon new moves gold,silver & crystal?

Is there anyway to teach pokemon in gold silver or crystal new moves without training them or using tms or hms, i want to teach my Haunter dream eater or pyschic or something like that to face chuck but i cant get Haunter to level 39 training on wild pokemon, their levels are too low, any help, hints, cheats or whatever will be much appreciated

Pokemon were soo 10 years ago lol
