How do I bead a conical flower for a pin from a metal frame?

I am a newbie on beading, and I am making a pin that includes a conical shaped flower (usually it’s used turned upsidedown on necklaces). I’d like to wire it with crystal beads, but as the frame is closed, I’m not sure how to begin. Can anyone describe to me a good way to accomplish what I am looking to do?
