How do you add glitter to your pictures?

With out buying any thing.
On the computer!!!!!!!!!!!!

if you have image editor like photoshop, or if not try gimp,

create or open image, copy or duplicate layer three or four times, select areas to have glitter, add noise with same color,
and do the same for each layer, then save as export to gif animation, pg 1&2,
