Transfering new pokemon from diamond/pearl to sould silver and heart gold?

I wanted to know if id be able to transfer the newer pokemon from diamond/pearl/and platinum to the new gold and silvers. like will it be able to have EVERY pokemon in the game? or just the older generations? Cuz i really would like to trade chimchar to the new one.

Its not out yet but you’ll probably need a national dex first.

I have a diamond ring but I hate the color (yellow-gold), Can I keep the marquis diamond and change the band to a different base?? Where can I go to get this done?
Should I go to a local jewelry store or a Chain store ie: Zales, Kay etc??

Do it at the jewelry store it was purchased at that way the warranty will keep
